The pandemic has raised a number of challenges for local authority asset valuers, including material valuation uncertainty, lower levels of transactions to provide comparable evidence, and limitations on property inspection. 

Most importantly of all, to some, is what the expectations will be of the Council’s auditors in these areas.

Chris Brain

Partner, Chris Brain Associates

Chris is well known to ACES members as a leading expert in UK local authority asset valuation, having delivered the CIPFA asset valuation training for over a decade.

He is co-author of the CIPFA Asset Valuation Handbook (editions 1&2) and has contributed relevant passages of the RICS Red Book.

He has served on the RICS Public Sector Valuation Working Group for over 10 years, and was also on the authoring panel for the RICS DRC guidance.

Chris has served the public sector for over 40 years, including nearly 25 years employed in local government, plus in the capacity as trainer and consultant at CIPFA and, since 2019, at Chris Brain Associates.

Since the summer of 2020 Chris has been in the role of Valuation Liaison Officer to ACES Council, and he is a former member of the RICS UK & Ireland World Region Board.

Ellie Cook

Partner, Valuation Consultancy, Montagu Evans

Ellie is a Partner specialising in valuation and consultancy. Her practice deals with complex problem solving that has valuation at its core. Ellie is primarily focussed on public sector and third sector valuations working closely with both Estate and Finance departments throughout the valuation process.


Since joining Montagu Evans in 2016, Ellie has valued over £15 billion of assets across a range of use classes and for a multitude of purposes. Her projects tend to be focused on specialist valuations for financial reporting and option appraisals, ensuring estates are rationalised and optimised whilst positively impacting the society that they serve.


Ellie has expertise in specialist areas including DRC valuations, IFRS compliancy and public sector valuation requirements, in addition to RICS Valuation Standards, specialist valuation advice, feasibility and viability studies

Mark Gerold

Valuation, Modelling & Economics,  Ernst & Young

Mark is a Fellow of the Royal Institution of Chartered Surveyors (FRICS). He is a Registered Valuer and a past chairman of the Valuation Professional Group at the RICS, responsible for the leadership and development of over 30,000 RICS members across the globe and a former member of their Governing Council.

Between 2014 and 2020, he was also a Trustee of the International Valuation Standards Council (IVSC), the independent body which sets globally accepted valuation standards.

Mark has over 45 years’ experience in Real Estate Valuation and joined EY in January 2011 establishing their real estate valuation team. Prior to that he had been a senior director of BNP Paribas Real Estate and a former partner of Weatherall Green and Smith where he had been head of valuation.

Part of the responsibilities of Mark’s team at EY is to provide specialist support to the Audit teams where EY is responsible for over 200 local authority and public sector audits. He also provides specialist valuation support to the NAO.

Mark also represented EY on the Material Valuation Uncertainty Leaders Forum which examined market conditions and provided recommendations during the pandemic regarding the adoption, use and lifting of the MVU clause.
